Brief description of the paper

The attached paper outlines a proposal from The Glasgow School of Art (GSA) to develop an amended Programme Monitoring and Annual Reporting (PMAR) process. The proposal follows concerns raised by GSA’s Head of Learning & Teaching regarding the effectiveness of the current PMAR process (as supported by GSA’s Learning and Teaching Committee (LTC) in December 2017). The concerns were given added impetus by the recent significant drop in the National Student Survey (NSS) scores for the School of Fine Art, which revealed difficulties which could not have been anticipated under the current PMAR process.

At this stage, GSA is seeking ASC’s support for the review. The Academic Council of GSA will be asked to approve the detailed changes at a meeting in March 2019. Thereafter the detailed proposal will be submitted to Academic Standards Committee for final approval prior to implementation.

GSA is aware that the University is reviewing its own processes and they will be invited to liaise with the relevant people in UoG to see if the University’s proposed changes would help inform their own review.

Action Requested

ASC is asked to give in-principle approval to the request from GSA to develop an amended Programme Monitoring and Annual Reporting (PMAR) process.

Recommended Person/s responsible for taking action(s) forward

The Head of Learning & Teaching, GSA.

Resource implications

None have been identified for the University.

Timescale for Implementation

Subject to in-principle approval of the proposal by ASC and, thereafter, approval of the detailed proposal by GSA’s Academic Council, ASC will be asked for final approval of the proposal at its meeting on 24 May 2019. The intention would be for GSA to introduce the new process in academic session 2019-2020.

Equality implications

A full Equality Impact Assessment will be carried out for the proposed programme as part of the preparation of the full proposal documentation.
