Brief description of the paper 

The paper sets out some of the issues and questions relating to our regulatory framework in the light of the Online Learning Project, which is overseeing the introduction of new programmes and courses and the development of online versions of existing courses.

Members are asked to consider the paper and to advise on the issues it raises and to identify further issues not yet addressed.
